The Ministry of Finance is pleased to announce the appointment of Dr. Patrick Antoine as Chief Policy Advisor on Finance, Planning, Trade and Economic Development.
Dr. Antoine is an Economist by profession, and a first class honours graduate in Economics from the University of the West Indies. He holds a Masters Degree (1989) and a Doctoral Degree (1992) in Economics, from the University of Florida, with specialisations in Economic Policy, International Trade Theory and Policy and Econometrics.
He is the recipient of several academic awards from the University of the West Indies and the University of Florida. He has 21 years of experience working throughout the Caribbean, North America and Latin America. He served as Lead Technical Advisor at the Caribbean Regional Negotiating Machinery (CRNM), as well as Lead Negotiator on Agriculture. He has consulted with major multinational corporations and has worked for several Caribbean governments on trade and macro-policy issues.
More recently, he has served as Strategic Trade Policy Advisor to the ANSA McAL Group, and has also led the OECS sub-regional grouping in negotiations on trade and multilateral issues. Dr. Antoine previously served as Grenada’s Trade and Economic Commissioner to Trinidad and Tobago, and as Grenada’s Ambassador Extraordinaire and Plenipotentiary and Permanent Representative to the WTO between 2003 and 2008.
His priorities will include:
- Revenue Enhancement;
- Debt Restructuring;
- Trade Policy support to the Private Sector and Trade Negotiations in general, particularly Caricom/Canada Trade Agreement and Trade and Investment Framework Agreement with the United States;
- Deepening the OECS Economic Union, and
- Furthering Caricom Economic Integration
