  • Jude Jack granted permission to host a sit-down event for 60 people
  • Sit-down event turned into a fete of hundreds

Jude Jack is the latest entertainment business owner/operator to face charges under the Emergency Powers regulations.

He was granted permission to host an event for 60 people, but video evidence shows that hundreds were at the venue. The event according to the permission was to be a sit-down occasion, but it turned into a fete.

“On Tuesday 27th July, 2021, officers attached to the Grenville Police Station arrested and charged Jude Jack, 50 years, Butcher of Paradise St Andrew for Permitting More Person at an Event than the Amount Specified on the Permission. He was granted bail in the amount of two thousand five hundred dollars ($2500.00) with one surety,” said a news release from the Community Relations Department (CRD) of the Royal Grenada Police Force (RGPF).

Jack who is the operator of the popular Cowpen entertainment centre is scheduled to appear at the Grenville Magistrate’s Court on 3 September 2021.

Commissioner of Police Edvin Martin disclosed in a news conference earlier in the week that business owners who have violated the terms and conditions of permissions granted, may find themselves unable to receive further permission for events.

According to the regulations special permission must be granted by the Police and the Covid-19 advisory Committee for social events because it’s the new structure put in place since Grenada adopted various measures to contain and control transmission of Covid-19 on the island.

The island is operating under a State of Emergency, and the Emergency Powers Regulations, among other things, provides for a curfew, enforcing of physical distancing protocols and permission for any social event that will be attended by more than 20 persons.

Martin said that in recent weeks more and more applications were submitted for special permission and at the same time there has been an increase in the number of illegal mass gathering “carnival-like” events.

Traditionally, Grenada will be into the final days of the carnival celebrations, but the Government has taken a decision to cancel the celebration as part of its reducing mass gathering activities. This is the second year that the carnival celebration is cancelled.

The maximum fine for violating the Emergency Powers Regulations is EC$1,000.

    Section 17 (1) provides that the Governor General
    has the Constitutional authority to declare a state
    of emergency by making a Proclamation to that
    effect. This power was exercised as recently as
    2004, due to the passage of Hurricane Ivan in
    Grenada (Statutory Rules and Orders No.20 of
    2004.) The Constitution provides that a resolution
    of the House of Parliament or an extension of
    such a resolution shall not be passed unless it is
    supported by a majority vote of all the members
    of the House. Every declaration of emergency
    shall lapse in the case of a declaration made when
    Parliament is sitting, at the expiration of a period of
    seven days beginning with the date of publication
    of the declaration. In other cases the declaration of
    emergency shall lapse at the expiration of a period
    of twenty one days beginning with the date of
    Grenada Constitution Order, 1973
    Legal Framework
    CARIBBEAN EMERGENCY
    LEGISLATION PROJECT (CELP)
    publication of the declaration unless it has in the
    meantime been approved by a resolution of both
    Houses of Parliament.
    A proclamation of emergency must be approved
    by a resolution by both the Houses of Parliament.
    Once approved by Parliament the emergency
    remains in force for a period of six months from
    the date of proclamation or for a shorter period.
    In the event that it is extended beyond six months
    another resolution has to be passed by Parliament.
    This Resolution may however, be revoked at any
    time by a resolution of the House of Parliament

    This is a joke taking him to court now after the bull have broken the pen.
    How can the authorities grant permission to a venue that has very little facilities for sitting and then come back and charge them for violating the agreement.
    This country is run by some real fools who act first and think after.

    Personally I am glad to see people exercising their God given Freedom in Grenada.

    Why is their still a State of Emergency in Grenada in July 2021? It is pure tyranny of the psychopath politicians who do not respect Individual Rights and Freedoms and instead try to play God.

    This is not March 2020 when we knew nothing about a Corona Virus SarsCov2 that have a 0.14 mortality, the exact same as Influenza. Politicians and the Elites are making millions out of the Covid scam robbing people of their Freedom and pretending to care.

    Endless, stupid rules and edicts that make absolutely no sense.
    Why are the police allowing themselves to tools to oppress peopke.

    Show the Politicians and Elites in Government the contempt they deserve next time they come begging for your Vote

    So what is $1000. I am sure he made more than that at the fete. Its laughable and that’s why adherence is not happening. They had they good time already and he make more than the penalty fine so he ain’t losing nothing.

      true, but notice the court date. Cowpen is effectively shut down the rest of August….
