Expansion and renovation of the Grenada Bureau of Standards Laboratory and Office Building
The Caricom Development Fund (CDF) intends to fund the Expansion and Renovation of the Grenada Bureau of Standards Laboratory and Office Building. The Ministry of Infrastructure Development, Public Utilities, Transport & Implementation is the Executing Agency for this component of the Project and therefore invites suitable contractors to participate in the tendering process for the Expansion and Renovation of the Grenada Bureau of Standards Laboratory and Office Building in the Parish of St George.
Firms whether applying individually or in the form of a Joint Venture, shall:
(a) be legally incorporated or otherwise organised in, and have their principal place of business in an Eligible Country
(b) be more than 50% beneficially owned dictating by a citizen or citizens and/or a bona fide resident or residents of an Eligible Country, or by a body corporate or bodies meeting these requirements, as far as the ownership can be reasonably determined; and
(c) shall have no arrangement and undertake not to make any arrangement whereby the majority of the financial benefits of the contract, i.e. more than 50% of the value of the contract, will accrue or be paid to sub-contractors or sub-consultants that are not from an Eligible Country
Eligible countries are member States of Caricom. Tenderers are advised to review the detailed eligibility criteria and conflict of interest provisions in the tender documents.
The requirements for qualification will include:
(a) an average annual turnover (defined as billing for works in progress and completed) over the last 5 years of Eastern Caribbean dollars EC$1 Million
(b) demonstrable cash flow (including access to credit) of EC$500,000; and
(c) experience as prime contractor in the construction of at least 2 assignments of a nature and complexity comparable to the proposed project activity within the last 5 years, each of a value of at least EC$1 Million (to comply with this requirement, works quoted should be at least 80% complete)
All bids must be accompanied by a “Bid Security” of EC$20,000
Interested eligible applicants may obtain a complete set of the Tender Documents in English at the Ministry of Infrastructure Development at the first address below by email, Monday to Friday from 8 am to 4 pm
Tender submissions must be in English and must be via electronic submission to the email address indicated in the Second address below submitted by 15 July 2022, at 4 pm
The “Subject” field of the email message must read: “Expansion and Renovation of the Grenada Bureau of Standards Laboratory and Office Building.”
The submission will be deemed to have been received at the time that it is received by GOG at the second email address below. The burden of proving receipt of the e-mail will be on the applicant and will not be met solely by a read receipt or sent items report generated by the Tenderer’s computer.
The Government of Grenada reserves the right to accept or reject late or to cancel the qualification process. The Government of Grenada will not be bound to assign any reason for not selecting any applicant and will not defray costs incurred by applicants in the preparation and submission of the tender documents.
